Default ICMP type11 time exceeded for datagram

I keep getting a message from sygate firewall that says ...

whateverprogram (whateverprogram) is trying to send an ICMP Type 11 (Time Exceeded for Datagram) packet to (xx.xx.xx.xx). Do you want to allow this program to access the network?

This has happened on rare occassions in the past, but for the past 2 weeks or so it's happening 1-3 times a day. It happens to many different programs randomly it seems.
Just a week ago I found a virus called "byteverify" on my computer twice (I hardly ever get viruses and I keep my computer clean) and not sure if it's connected in someway.

Anyone know why this is happening?

[edit] forgot to mention the messages are from sygate firewall

ICMP=Ping. You can track that IP and see where it goes, and what is this "whateverprogram"?

oh sorry, I should have been more clear. It happens with random programs it seems so I just put whatever, lol. It happens to eMule, jvpowertools, visualboyadvance, snes9x,... just everything. The address seems random, I'll try to track it next time it happens.

OK, I stopped getting these as much since everytime one came up I tell it not to bother me anymore about it, but it does happen every single new program I use.
I've looked it up and found a few other forums where someone has posted the same exact thing, but noone ever knows what is the cause. Some have suggested it's a trojan or virus, or sygate's settings, but it can't be sygate or there would be many more people having this problem.
It still worries me each time I get one so I looked up the ip on a few I got and I got this...

So I googled it and it came up to a site that... also has a whois ip database!? what? Why is my computer sending packets to a site that has a whois ip database located in amsterdam? Not only that but if I put in that ip on thier site it says it's from a place in Milano, Italy?.. I'm confused.
