Yeh,u have to sign up for a domain name,u could try http://www.dreamhost.com, it's $9.95 for personal hosting(extra features like FTP ,CGI etc)
A .com service is similar to the cjb.net one... it's just redirection...
It's basically to make it more convinient for ur visotors to remember the address,rather than a "www.angelfire.com/sumthin/username/index.html" or sum crap like tht.

you need a server or a hosting company to host your files. (a house.)
and you need a domain to direct ppl to the server. (your street address)
in lamens terms.
