This isn't being mentioned in alot of places online but jrock just jogged my memory about thermal paste.
ONCE A YEAR you must put more on if you are pushing your P.C. alot, not only that but alot of these new graphics cards need thermal paste replacing to.
My desktop is only an I5, 8 gig ram with a Nvidia GeForce GTAX 660. Only time it goes over 55C is when im running GTA V after an hour or so. Thermal paste people, it REALLY does help.
Spoiler warning:
It's not a PC.
It's an old refurbished dell Latitude E6420 with an i5 cpu in it with Intel HD 3k.
Needed a little laptop for the hospital to communicate and visit sites etc..
And damn, I know it's only £180. But still, kinda messed up lol.
My own fault for getting a laptop under 200 I guess?.

THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
Nah bud, was always same issue as I stated making this post.
BOF4 slowed down the emulation to the point of skipping, I never checked frame rate. As just got out of there and let it cool down again.
Currently play a military version of shining force, for which the totally just ripped it off. And somehow still never made it as good, lmao perfect swing and a miss right there

It's all good baby, W7 downgraded. "what it was designed on anyway".
And all setting direct3D, with a 800x600 rez.
And presto, one 50fps constant ps1 emu. Temps run high but not as bad!.
