This wont pass. Hacking is hacking whether for "good" or just menacing. Breaking into my computer, and going through my files to delete music is still hacking. That would be like someone breaking into your house, going through all your things, including financial and personal documents, to check and see if you stole something from them. The bill says nothing about the event that the user has nothing on their computer. This has no chance.

First do a low level format to make sure there is not left anything. Then mess it up with that magnet (I recommend supermalloy, as its permeability is maximum 800000, iron has maximum of 5350 when magnetized)
