Old 16-bit consoles games are not too big, they are almost, if not all, under 7-8 megs. So yeah. You can also compress them.

Hum, roms are quite easy to find on any site, plus, sending roms over e-mails is just too long.
ISOs (games from CDs/DVDs) are just too big for that.

If your always getting 1-2 K/sec then it's your connection buddy...
The main site is bandwidth locked to only give so much to each person.
Have you tried DLing from the links in the Upload Services Threads?
I can max my DL bandwidth on some of those (8 Mbps)
